Post Visibility is too coarse, and too many things are coupled together. This leads to problems with Search and ElasticSearch indexing, Monsterdon cluttering up the home feed, etc. We should decouple the post visibility setting into a separable "to" menu that allows you to create presets of feeds, lists, accounts, etc. that a given post should be delivered to.
